The Village of Ashville’s Planning and Zoning Board will hold a Public Hearing for a rezoning/amendment to the zoning code/map application request on the 16th day of December 2025 at 6:00 PM at the Municipal Building, 200 East Station Street, and Ashville. The application submitted by JPH Corp. requests a rezoning from Agricultural to Limited Industrial, D-12-0-002-00-191-00, D12-0-002-00-190-00, D12-0-002-00-187-11,D12-0-002-00-189-00, D12-0-002-00-188-00 properties located on the south side of Weigand Road between Ashville Pike and US 23, Ashville Ohio 43103. The Planning and Zoning Board may make a recommendation after about the proposed rezoning.

If the data center is approved, it has agreed to fund the Village’s required infrastructure project involving the repair of storm and sanitary sewer cross-connections. As you may know, the Ohio EPA has issued Findings and Orders requiring the Village to correct these issues, as sanitary sewage sometimes flows into the creek and storm water continually flows to the wastewater plant. The affected area stretches from the western railroad tracks to Circleville Avenue, and from Station Street to Main Street. The estimated cost of this project is $35 million—an amount the data center has committed to funding.
Without the data center’s support, this mandated project would cost every water tap in the Village approximately $127.33 per month for the next 30 years, in addition to regular water and sewer charges. No one wants to place that kind of financial burden on our residents.
Beyond infrastructure, the data center is planning to contribute $105 million to our schools over the next 15 years through the PILOT program, which could potentially eliminate the need for future school tax increases. The Village itself is also projected to receive $8–10 million per year for the next 15 years under the same program.
Additional benefits include:
-A closed-loop water system, meaning the facility will not use excessive amounts of water.
-Independent power generation, ensuring no added strain on the local electrical grid.
-Funding for local safety services, including fire and EMS, as part of the PILOT program.
These are just some of the items currently under discussion. Nothing has been finalized, and negotiations are still in the early stages. However, I hope this information helps shed light on the potential advantages this project could bring to our community.

The Village of Ashville is proud to welcome Captain Casey Thress to his new leadership role with the Ashville Village Police Department. Captain Thress has more than 20 years of law enforcement experience, including extensive work in surveillance, conflict management, criminal investigations, and intelligence analysis.
He began his career with the Pickaway County Sheriff’s Office, where he served as a Deputy Sheriff and Detective for two decades. Since 2020, he has also served the Ashville community as a Reserve and Part-Time Police Officer, proving his strong belief in community policing and commitment to local public safety. In addition to his service in Ashville, Captain Thress worked as a Polygraphist with the Columbus Police Department.
With his proven leadership, investigative expertise, and passion for community-focused policing, Captain Thress is a tremendous addition to the department. Please join us in congratulating him on this well-deserved appointment!
